It is almost a year since Clarence Elwin was knocked down while he was walking his dog in Tipton.
Sgt Bob Harthill of West Bromwich Road Policing Unit today confirmed Carl Campbell had been charged with causing death by dangerous driving, attempting to pervert the course of justice, failing to report an accident and failing to stop after an accident.
He said Campbell, aged 26, of Second Avenue, Low Hill, Wolverhampton was on bail to attend West Bromwich Magistrates Court on May 27.
Mr Elwin, known to friends as Joe, was just yards from his home in Gospel Oak Road when the collision happened on June 21.
The dog, a Yorkshire Terrier called Zach, died instantly and Mr Elwin, a former railway worker, was left seriously injured in the road when the car drove off without stopping.
He spent 15 weeks in hospital and was released on September 26, but needed 24-hour care in Waterside Nursing Home in Tipton and was unable to walk.
Despite surviving multiple injuries, Mr Elwin died on November 8.
