Bin action a 'last resort'
Fines or court action for Walsall residents who do not recycle will be a last resort, the council said today.

Walsall Council has come under fire over the threat to those who "refuse to adopt the principles" of its waste collection service.
But waste chief Councillor Rachel Walker said today: "Our enforcement powers remain but they really are a last resort for those who don't recycle, despite council help."
