Three people have been arrested on suspicion of attempted murder.
The 17-year-old victim was walking with a friend by the Shell garage in Hagley Road, Oldswinford, when struck by a car about 2am.
He was taken to Dudley's Russells Hall Hospital with head injuries and fractures to his legs. His condition is described as serious but stable.
Detectives think a car travelling along Hagley Road may have deliberately mounted the kerb hitting the teenager before fleeing towards Stourbridge.
Officers taped off a 300-yard stretch of the A491 today and traffic was backed up to the ring road as officers diverted cars.
Customer assistant at the Shell station, Lucy Sutton aged 18, said: "It's shocking, terrible, you wouldn't expect it around here it's a nice area, I just hope the lad will be alright."
Draughtsman Stephen Matthews, aged 36, of Hagley Road, said: "I'm absolutely shocked."
The male occupants of the car, two 17-year-olds from Stourbridge, and an 18-year-old from Wolverhampton, are being questioned by detectives. Witnesses can call police on 0845 113 5000.
