Appalled by crass parking policy

I am an elderly disabled driver, and my car is my lifeline.
I parked in the High Street displaying my disabled pass.
On return to the car, I found I had been given a parking ticket because unbeknown to me, my pass had expired.
While I cannot contest the legality of the ticket, I do find it appalling that the so-called caring council of Wolverhampton has sunk so low that it has to fill its coffers by pursuing elderly disabled drivers in this manner.
Prior to the recent new regulations being in force, the local traffic warden would have used some discretion and common sense and left a note informing me to have my pass renewed.
I would have thought the commissars at the Civic Centre are unable to sleep defending such crass policies.
How do they expect small businesses to survive if they continue to force people to leave their cars or go to large shopping malls with on-site parking?
I have applied to renew my pass but now have to wait for the wheels of bureaucracy to turn for its return. In the meantime, I am, in effect, left housebound.
I thank the caring council for all their assistance in this matter.
