Dougan split from German-born Jutta in 1986 but the couple never divorced. They had two sons together, Alexander, aged 43, and Nick, 40.
His family were today unavailable for comment.
Dougan died at his home in Stockwell End, Tettenhall, Wolverhampton.
Dougan was capped 43 times by Northern Ireland and was in the squad that reached the quarter-finals of the 1958 World Cup in Sweden. More than 34,000 fans saw his final game for Wolves in 1975.
The Belfast-born striker's body was found by his partner Merlyn Humphries, of Wightwick, who had received a desperate phone call from Dougan on the morning of his death. She raced to his home after he was only able to say her name and found him with the receiver still in his hand.
At Dougan's funeral in July, hundreds of fans congregated outside St Peter's Church to pay respects.
