All 56 district councillors are members of the planning committee. And although there was no official mention of the incident at the meeting, both members of the public and councillors could be heard discussing it.
The mayor was arrested on suspicion of assault following a city centre pub brawl which allegedly started over a woman.
Police were called to The Kings Head in Bird Street at 1.10am on Saturday and Councillor Fryers was taken to Tamworth police station.
Eyewitnesses claimed the brawl involved two other men, and one is thought to be an ex-partner of a woman that Councillor Fryers had been talking to in the pub.
Police said two men, aged 59 and 64, were arrested on suspicion of assaulting a 54-year old local man. A police spokesman today confirmed that Councillor Fryers had been released on bail.
Councillor Fryers did not submit his apologies ahead of last night's meeting.
Councillors do not have to submit apologies for their absence but it is common courtesy to do so.
