At a time when everyone wants to get on the band wagon with green fuel policies has anyone given any consideration to unnecessary lights burning throughout the night?

Why is it necessary for all street lights to be left on at night? One also sees public buildings lit up when no-one is at work.
When I was a teenager housing estate streetlights normally switched off after about 1am, with just one or two marker lamps left on.
Motor vehicles carry their own lights so it cannot be for their benefit and while I accept that a few people may be about in the early hours, modern closed circuit TV cameras can be of the infrared variety and therefore do not need lights left on.
