Disgusted to get parking ticket

I have occasion to visit the Occupational Therapist Department at New Cross Hospital. As I'm disabled I hold a blue badge; I find it very hard to get on a disabled parking bay as they are nearly always full. There were no spaces on the nearby car park either, and the other car park has been turned into a staff car park.

I have to be quite near to the department as I find walking difficult due to my disability.

I had no choice but to park on the Peripatetic allotted spaces (which is permit holders only).

I found it diabolical and disgusting to have received a parking ticket for £25 issued by one of their attendants. I realise this was the second time I parked there, but where are we supposed to park for our treatment if the allotted spaces are full?

In my opinion the Wolverhampton City PCT have scant regard for the disabled and totally ignore their special needs, they are only out to get as much money from the sick as they can.

I would like to know if these fines are enforceable, as they are civil penalties and are not issued by the police but by a management group.
