Unfair use of car parking spaces

Why is it that fully able people choose to abuse special facilities? I am talking about supermarket shopping. Being a regular shopper at the Sainsbury's store in Wednesfield I have recently contacted the store about people hogging these spaces. The reply was we have a policy to stop this.

Six weeks later I returned to Sainsbury's, and again I could not get a space.

I put the two children in the trolley (both under two) and watched in amazement to see an old couple and a young woman with no children leaving these spaces, preventing parents with children from using them.

I went to customer services to complain, only to be told that the car park is owned by the council, not Sainsbury's, and I need to complain to them.

What a ridiculous policy for a supermarket chain like Sainsbury's to have.

Is there a supermarket that enforces a policy to stop this happening?
