Following the recent publication of the Congestion Management Study Green Paper it is now vital that we receive feedback from local people on what they think is the best way forward for the area. The prominent coverage in the Express & Star will play an important role in starting that debate.
The Green Paper is very much a discussion paper and no decisions have been made. The report has sought firstly to establish the extent to which congestion is a problem now and in the future. The study found that in the next decade traffic levels are likely to rise by 11 per cent, leading to 20-25 per cent more congestion and delay. Secondly the report has considered three alternative ways forward:
1) Carry on as we are.
2) Promote additional "lifestyle measures", for example tailored public transport improvements and ensuring companies and schools put in place new travel plans.
3) A road user charge. The report suggests three different models, all of which would be preceded by significant investment in public transport. Firstly a system that charges according to the distance, time and which roads are used. Secondly a zonal system which would charge for travel between various areas. Lastly charging areas around the area's main commercial centres.
Both the main report and a shorter summary can be found at www.westmid
landsltp.gov.uk and we would welcome the views of readers from now until the deadline of 30 December 2006. They can be sent to: The Transport Innovation Team, Faber Maunsell, Beaufort House, 94-96 Newhall Street, Birmingham, B3 1PB.
Once again I stress that no decisions have been made and it is important that local people understand the choices ahead. Further information about the report can be obtained via: 0121 262 6769.
