Under the plans unveiled by Staffordshire County Council, community organisations would take on the management of 24 of the county's 43 libraries, putting jobs at risk.
Police and health workers could also be invited to share the buildings in Cannock, South Staffordshire and Stafford.
The council says it want to meet a 'shifting demand and safeguard the service for the future'.
The changes are not expected to start until next year and the proposals will now go out for a 12-week consultation subject to Cabinet approval next week.
