It is understood the 22-year-old has been made available for around £500,000 as Solbakken looks to ease a logjam of 11 strikers.
Solbakken started the process on Saturday with the departure of Leigh Griffiths to Hibernian on loan until January, while he also allowed winger Nathaniel Mendez-Laing to join Peterborough.
News of Vokes' availability is sure to alert Championship rivals Burnley and Brighton, where the Wales international had loan spells last season.
The Clarets are interested in signing Vokes on a permanent basis and at least one other second-tier club is interested.
"For Sam I think it's best to find a new challenge," said Solbakken.
"I've spoken to him about that and we've had an honest, open discussion.
"If an offer is right and Sam is happy and we're happy, he'll be allowed to leave on a permanent basis.
"We haven't had any offers to date."
Vokes has scored nine goals in 59 games for Wolves, but only four of those have been league starts since his £300,000 switch from Bournemouth in June 2008.
He scored twice in nine games for Burnley and three in 14 for Brighton last term after temporary spells with Leeds, Bristol City, Sheffield United and Norwich.
Meanwhile, midfielder Jamie O'Hara and new £2.4m signing Bjorn Sigurdarson are set to figure in Saturday's friendly at Walsall after missing the weekend's 5-1 win at Bray.
O'Hara is working up his workload gradually after a double hernia while Sigurdarson is recovering from a minor knee injury.
