Elliott has been in caretaker charge since Tim Flowers departed the Marston Road hot-seat earlier this week.
His appointment was confirmed this afternoon after the managerial vacancy was discussed at a board meeting last night.
Elliott had been Flowers' No.2 and has also previously been assistant boss at Hednesford Town.
His first game in charge will be tomorrow's Blue Square North clash at home to Vauxhall Motors.
