The Baggies, who have already agreed a deal with Feyenoord to sign Holland international Andwele Slory, are locked in a three-way fight for The Crystal Palace forward with their two closest Championship promotion rivals.
Albion, Newcastle and Nottingham Forest have all lodged verbal bids of around £1.5m but others could yet join the race with the Eagles holding out for a £2m fee.
And agent Tony Finnigan is hoping Albion will step up their bid after revealing he would be delighted to see his client move to The Hawthorns.
Finnigan said: "West Brom are a club who are interested in Victor and I am hoping to speak to the chairman to find out where we go.
"I have always thought that West Brom is the kind of club where this kid should be.
"They play good football – the right kind of football for Victor – and every game is a cup final, whether it's chasing promotion or fighting against relegation.
"I know personally, as an ex-player, what The Hawthorns is like when it's full and I have dealt with different managers over the years and know the club.
"It's exactly the kind of place a 19-year-old should try to go for his career."
Several Premier League clubs have also expressed an interest in the Nigeria-born forward with Stoke the latest to make contact.
But the Championship's top three are the only sides so far to place formal offers with the clock ticking down to the closure of the transfer window on Monday.
However, Finnigan reckons the saga is likely to drag on until the final day of business as Palace's administrators wait for the highest possible bid. They are said to want in excess of £2m.
Albion are keen to recruit a wide player before the window closes and have already agreed a loan deal with Feyenoord for Slory, although negotiations with the player still have some way to go.
The 27-year-old right winger won two full caps for the Netherlands in 2007 and could move to The Hawthorns for the rest of the season with a view to a permanent deal.
