Bull is currently cutting his teeth in his first management job at Stafford Rangers and is finding out how difficult it is to get the players he wants.
Like many clubs, Wolves are struggling to make headway in the transfer market having only signed one player, striker Sam Vokes, so far this summer.
But Bull is convinced supporters should get behind McCarthy as he prepares for his third season in charge.
He said: "Mick is coming into his third year and I would say to the Wolves fans, 'give him time.'
"The season starts at the start, not at the end, so if Wolves could get off to a good start, that will give them a good chance.
"There is always lots of speculation about players coming in, but people shouldn't get 'beat up' about things until the start of the season until we know what side he has got, what expectations he has got and what he is going to do.
"I tell people here at Stafford the same thing."
Record Molineux scorer Bull admits his 20-year association with Wolves means the club is never far from his thoughts, even though his mind is focused on trying to build a team at Marston Road.
Bull lives in Codsall where he is surrounded by Wolves fans and he still visits Molineux whenever he can.
He said: "I am gold and black through and through.
"Everything inside me is Wolves."
The 43-year-old former England international also revealed his former club will be one of the first points of contact for sourcing new signings.
He said: "We had one player from Wolves last season, Liam Hughes, but he struggled to do the job.
"But I'll keep on to Mick, biting his ankles to ask what players he can send over and hopefully he can give me a boost.
"People ask whether Wolves are giving me a helping hand and I have to admit, when I first got the job, I said to Mick 'can I have your first team?'
"It would do me the world of good to have 11 Wolves players! Our main aim this year is to get Stafford as high up as we can."
